- The Bulletins were contributed to by various people locally and
- from around the country. They were compiled by the State RACES
- Coordinator, State RACES Radio Officers and others to whom these
- topics are of vital interest.

- It is hoped that your questions will be answered in the
- Bulletins. They are intended to provide guidance and ideas in the
- development and management of the "deputy communicators" in
- governments RACES volunteers. We welcome feedback and inputs.

- If you don't have a RACES unit in your government, we welcome the
- opportunity to present a RACES seminar in your community. The
- seminar is for all of the Amateur Radio operators in your
- operational area and its government officials. The RACES seminar
- addresses the Who, What, Why When, Where & How of using Amateur
- Radio operators to provide emergency communications for a civil
- defense/emergency management agency.

- Most Bulletins are undated in nature and applicable (directly or
- through interpretation) anywhere in the U.S. They have been
- requested by several Pacific basin nations because their use of
- Amateur Radio in support of emergency communications is similar
- to ours. Several people and agencies have said that the Bulletins
- help fill a void created by the disappearance of national RACES
- guidance by FEMA many years ago.
